'احمدرضا شجیعی' ‌روز چهارشنبه در گفت و گو با خبرنگار اجتماعی ایرنا، با تعریف نظریه (دكترین) مدیریت بحران در پوشش سریع امدادی به انواع حوادث و سوانح یاد شده گفت: دكترین مدیریت بحران مجموعه ‌ای از اصول بنیادین امدادرسانی در حوادث است كه تمامی منابع،راهبردها،سیاست‌ها،برنامه ‌ها و اقدامات ملی را جهت پشتیبانی اثربخش و كار آمد از اهداف مدیریت بحران در امر امدادرسانی به آسیب دیدگان حوادث بسیج، هدایت و به كارگیری می‌كند.

وی افزود:شاخص‌های یك دكترین موثر در مدیریت بحران شامل شاخص های یكپارچه سازی و هم افزایی،هماهنگی و هدایتگری،هدف محوری، شفافیت،مسوولیت ‌پذیری راهبردی ،اثربخش‌سازی مدیریت رویكرد آینده گرایانه، واقعیت‌گرایی و قابلیت تحقق شاخص مفهوم محوری است.

وی افزود:وقتی سازمانی امدادرسان مدیریت بحران را به عنوان فرمانده مستقل حادثه ، سانحه و یا فاجعه بر اساس كلیات و سیاستهای تعریف شده مدیریت بحران در منطقه آسیب دیده و متاثر از نوع حادثه برعهده می گیرد، باید بر اساس شاخص های یاد شده راهبردی خود را برای اداره موثر و كارآمد بحران تدوین كنند.

قائم مقام سازمان امداد و نجات جمعیت هلال احمر ادامه داد: براین اساس، راهبردهای اولویت دار مدیریت بحران در پوشش امدادی به انواع حوادث و سوانح شامل راهبردهای پیشگیری از وقوع بحران، رشد و توسعه پایدار و متوازن، پژوهش و آموزش، هماهنگی و تلاشها و فعالیتهای دستگاه ها و نهادهای مربوط در راستای پیشگیری از وقوع بحران، قوانین و مقررات و شیوه نامه های پیشگیری از وقوع بحران و نظام آمار و اطلاعات عنوان شده است.

شجیعی اظهار داشت:تقویت فرهنگ ایمنی و پیشگیری از وقوع بحران، تقویت زیرساخت های سیاسی،برنامه ریزی و تخصیص منابع، راهبردهای آمادگی برای وقوع بحران،اطلاع رسانی عمومی و تخصصی برای آمادگی در بحران و برقراری ترتیبات موثرساختاری برای ایجاد هماهنگی در فرایندهای كسب آمادگی در برابربحران از دیگر برنامه های دكترین و اصول حاكم بر مدیریت بحران های طبیعی و غیرطبیعی است.

وی افزود:وجود زیر ساخت ها و بسترهای مناسب ارتباطی و مخابراتی، طراحی و استقرار نظام‌های پشتیبانی با رویكرد آمادگی در برابر بحران، ایجاد سیستم های اطلاعات مدیریت، تقویت فرهنگ آمادگی در برابر بحران، نظام مستند سازی از سوابق و تجربیات بحران‌های قبلی و وجود نظام ارزیابی و پایش در رابطه با فرایندهای آمادگی در برابر بحران از دیگر وظایف مدیران بحران با توجه به دكترین و اصول حاكم برمدیریت بحران است.

طبق هشدار كمیته اضطراری فجایع طبیعی (DEC)، هم اكنون بیشترین نگرانی های سازمان های امدادرسان جهان در مورد وقوع زلزله در شهرهای بزرگ جهان از جمله تهران، استانبول در تركیه و كاتماندو در نپال است.
